Is the educational system in China a form of utilitarianism? - create a entrance online

I live and work in China, where I also go to school online by Ashford University in the United States. One of my tasks is to write an article about my church and they apply to different theories I learn class.I human behavior seems that the education system here has definantly order to create the greatest happiness for the greatest number of people to leave but many decided (utilities) to write about the education system here, because the students with some people, which often mix about his day in high school and say the dreaded test entry to college. Can anyone guide me in the right direction as I'm sure there are people who learn more about the system that I know directly on to the theory, and I am far from the base? Critisizm is much appreciated. Thank you!

The education system in China is a form of utilitarianism. However, the education system is not comparable with those of many other countries. The reason is that not enough schools and teachers to teach all students in the country. Therefore, the government created standardized tests to determine where the students are more "qualified" to attend higher education.
